Kinship Care Allowance

There is an agreement between the Scottish Government and local authorities that states certain Kinship Carers should get financial support (National Guidance on Part 13 of the Children and Young People (Scotland) Act 2014: Support for Kinship Care – gov.scot (www.gov.scot)). The main form of support is payment of Kinship Care Allowance to qualifying Kinship Carers to best support the children in their care.

 The agreement covers:

  • Kinship Carers of “Looked After” children;
  • Kinship Carers where the child is subject to a kinship care order under section 11 of the Children (Scotland) Act 1995 or the carer is the child’s guardian under section 7 of the Children (Scotland) Act 1995, and
    • the child was previously looked after by the local authority,
    • or the child is at risk of becoming looked after.

This allowance is normally paid by the local authority area where the child lived prior to coming into Kinship Care, therefore the local authority responsible for making payments may differ from the area in which the child now lives.

This allowance is paid by the local authority, to help to support “Looked After” Children and some “Non Looked After” children in Kinship Care arrangements. The local authority has a responsibility to pay the same amount as the allowance paid for children in foster care placements. This does not include the fee which foster carers receive.

Your local authority may deduct some child-related benefits that you receive from your allowance. This is to make sure that, overall, the amount you receive is equivalent to the fostering allowance amount paid by your local authority. When local authorities pay Kinship Care Allowance, they sometimes add extra weeks, for birthdays, holidays or religious festivals (e.g. Christmas), or give additional funds for specific items. It is a good idea to ask your social worker if these extra payments are available in your local authority.

Each local authority area sets its own level of Kinship Care Allowance and should provide details of the payment rates on their website or you can ask them directly.
